Essential (vital) records management

  • Vital Records Management
    Delaware Public Archives. Vital records must be protected from destruction because they offer direct evidence of legal status, ownership, accounts receivable, and the particulars of obligations incurred by government agencies. These records are critical because they contain information required to continue functioning during a disaster, or to reestablish operations after a calamity has ended. Vital records are irreplaceable, and in some instances must be maintained in their original form to be legally admissible as evidence.

  • Vital records protection policy and guidelines (2001) : Comptroller's Circular No. 2001-01
    Department of Accounting and General Services. This instructional guide addresses the identification and protection of records containing information that state agencies may need to conduct business under emergency operating conditions or to protect the legal and financial rights of state government and the people it serves. It also recommends policies and procedures that will allow agencies to assess the damage to and implement recovery of any of their records that may be affected by an emergency or disaster.

  • State and Local Records Manuals
    Division of Archives and Records Management. These manuals were authored in 1986 and 1994 respectively, updated in 1998, and recently have become obsolete with the adoption of the revised N.J.A.C. 15:3. These manuals will eventually be combined into a single New Jersey Records Management Manual, but may still be utilized as a basic records management resource.

  • Disaster Planning and Vital Records Template
    Pennsylvania Historical and Museum Commission's Bureau of Archives and History. Prepared Template for a vital records protection plan.
  • Vital Records Disaster Planning Manual
    Pennsylvania Office of Administration. This manual is designed to help agencies fulfill some of the requirements of the Commonwealth's Emergency Operations Plan outlined in Annex Z, Records Management, previously issued by the Pennsylvania Emergency Management Agency.

The CoSA Resource Center provides state-specific information in support of CoSA's FEMA-funded Intergovernmental Preparedness for Essential Records (IPER) courses - Essential Records and Records Emergency Planning and Response. The Resource Center continues and significantly expands the capabilities of the one initiated by CoSA in response to a call for a web-based information center emanating from the National Forum on Continuing Education (NFACE) in 2000. Development and expansion of the Resource Center has been supported by funds from the Federal Emergency Management Agency (Cooperative Agreement Number 2007-GT-T7-K022) and the National Historial Publications and Records Comission.
